| Ms. Renny developed a new traffic plan, for the annual Fourth of July event in Monterey, which included closing Del Monte Avenue during the event. By doing so, an emergency access route was created for public safety personnel and vehicles. It also eliminated the potential for pedestrian/vehicle conflicts and reduced traffic congestion after the event to 40 minutes. |

| Ms. Harness has successfully assisted and organized a number of bicycle events in Monterey County as well as serving as a volunteer coordinator for the “Tour of California” in 2007. |

| Ms. Ragsdale-Cronin no longer uses her car, except for the occasional long distance trip. Instead, she uses a tandem bicycle with her 7-year old daughter on the back seat, and 3-year old daughter in the trailer hitched to the back. Susan has inspired more people to ride bicycles. She has shown that bicycles are a viable, environmentally friendly form of transportation and exercise. |

He has helped agency staff with events promoting alternative modes of transportation, at an inestimable value to the agency and community at large. |

Lt. Phil Penko

| Lt. Penko headed and planned a peninsula education exercise to better prepare peninsula cities and residents for a potential evacuation. This project is very important for the peninsula, as it is the first step in developing an evacuation plan for Pacific Grove and New Monterey. Lt. Penko’s plan to open the Presidio, as an evacuation route will potentially save lives in the event an evacuation of the area is necessary. |

| The traffic impact fee program will raise millions of dollars in development impact fees over a 20-year period for use on transportation improvements within the City of Greenfield. This program should be considered a model implementation for other jurisdictions to consider when establishing their own local fee program. |

| The new Sandholdt Road Bridge serves as a vital transportation hub of the community and contributes significantly to the daily life in Moss Landing. The new span directly enhances access, safety, mobility, environment quality, economic activities and viability of the community it connects. |

| City of Monterey, Graniterock: Pavex Construction Division, Whitson Engineers, and URS Corporation: The SR 68 Ragsdale Drive Project has resulted in dramatically improving traffic conditions and safety through the intersection, as well as improving protection for pedestrian and bicyclists and the elimination of drainage problems in the area. |

| This path will allow students and faculty of Cal State University to safely ride their bicycles to and from class. The new trail will also link to new developments in Fort Ord. |

| This team worked diligently and cooperatively to receive approval of environmental documents, regularly held citizen advisory group meetings, and most importantly worked tirelessly to ensure that the significant project milestones were met. This project will improve the lives of thousands of commuters, visitors and truckers that travel Highway 1 everyday. It will replace a critical intersection with a much safer interchange. |

| The new median barrier on Highway 101 near Gonzales have greatly improved safety along the US 101 corridor in Southern Monterey County by eliminating fatal cross over collisions. |
