Monterey County Active Transportation Plan and Level of Traffic Stress Analysis - Request for Proposals

The Transportation Agency for Monterey County (TAMC) is requesting proposals from qualified and interested consultants or consultant teams to develop a county-wide active transportation plan and conduct a level of traffic stress analysis. This Plan will update the 2018 Monterey County Active Transportation Plan and will include a Level of Traffic Stress (LTS) analysis that will assess the experience of non-automotive road users and produce an interactive map highlighting existing bicycle and pedestrian network gaps to help TAMC and local jurisdictions focus on implementing the highest benefit projects on our transportation network.

Inquiries relating to this Request for Proposals (RFP) shall be submitted no later than 12:00 noon on Wednesday, November 26, 2025, to the Project Manager, Janneke Strause, janneke@tamcmonterey.org

Proposals for this RFP shall be submitted no later than 12:00 noon on Wednesday, December 3, 2025 to the Project Manager, Janneke Strause, janneke@tamcmonterey.org.  Proposals received after the date and time specified above will not be considered.
